No person shall occupy, nor shall any owner or operator let to another for occupancy, any dwelling unit in a two-family dwelling or a multi-family dwelling unless all doors separating the dwelling unit from the outside or the semi-private portion of the dwelling are equipped with functioning, locking devices of a type operable from both sides of a door.
