(A) Owner or Operator. Every owner or operator shall be responsible for extermination in all parts of a rooming house premises, in the public or shared areas, and in dwelling units or rental space in nonresidential premises if it is not practicable to establish occupant responsibility or neglect therefor.
(B) Occupant. The occupant of a single-family dwelling shall be responsible for extermination on the premises. The occupant of any dwelling unit or rental space in a nonresidential premises shall be responsible for extermination on the premises under his care and control or on public or shared areas of the premises if it is practicable to establish occupant responsibility or neglect therefor.
