§ 155.042 WASTE DISPOSAL.
   (A)   Owner or operator. The owner or operator of a two-family dwelling, multi-family dwelling, rooming house or nonresidential premises shall be responsible for providing sufficient waste containers for the premises which are available to the occupants, and for removal of garbage and rubbish from the premises. Accumulation of such waste on the premises shall not be permitted as it may constitute a fire or health hazard or a source of infestation. Composting shall be permitted, provided that it conforms with § 155.067 of the Property Maintenance Code.
   (B)   Occupant. Every occupant shall be responsible for the safe, clean and sanitary disposal of garbage and rubbish resulting from his occupancy, by placing it in approved containers or facilities which are sufficient to meet the needs of such occupancy until removal from the premises. Accumulation of such waste in occupied areas shall not be permitted as it may constitute a fire or health hazard or a source of infestation. Composting shall be permitted, provided that it conforms with § 155.067 of the Property Maintenance Code. An occupant shall be responsible for providing sufficient waste containers to service the premises which he occupies and controls if not otherwise supplied by the owner or operator.
