(A) No owner or operator shall occupy, rent or lease, or offer for rental or lease, any dwelling unit, rooming unit, business occupancy, building, structure or premises or any part thereof which does not comply with all provisions of this PMC, and is not reasonably clean, sanitary and safe for the occupancy intended.
(B) A contract between the owner and operator, owner and occupant, or operator and occupant, with regard to compliance, duty or responsibility with this PMC, shall not relieve any party of lawful duty or responsibility under this PMC.
(C) Unless specifically provided otherwise, every owner shall be responsible for complying with the provisions of this PMC.
