If the owner, occupant, mortgagee or lessee fails to comply with the order of the PMO provided for in Section 155.030, or the ruling of the Board after hearing where a hearing has been requested, the PMO shall cause the building or part thereof to be vacated and may cause it to be repaired if the facts indicate that any delay will be dangerous to the health, safety or general welfare of the occupants or public. The costs of such repair shall be charged against the land on which the building exists as a municipal lien or be recovered in a civil suit against the owner.
