The purpose of this PMC is to protect and promote the public health, safety and general welfare in all buildings, structures or premises by:
(A) Establishing minimum requirements and maintenance standards for basic facilities, service equipment, systems, devices and utilities necessary for light, space, ventilation, heating, sanitation, means of egress, fire protection and any other provisions necessary for sanitation, for safety from fire, health or safety hazards;
(B) Providing for the use and occupancy of existing buildings or structures by permitting the application of this PMC to alterations and repairs;
(C) Fixing the duties and responsibilities of owners, operators and occupants;
(D) Providing for the administration, inspection, enforcement and penalty necessary to effectuate and implement this PMC;
(E) Encouraging the continued maintenance and upkeep of existing premises and the elimination of substandard environmental conditions; and
(F) Protecting real estate from impairment and destruction of value.
