§ 155.002 FINDINGS AND DECLARATION OF POLICY.
   Council hereby finds that there is a need to encourage the continued upkeep and maintenance of existing premises and to encourage the elimination of substandard environmental conditions, and that there now exist, or may exist in the future, in the City of Springdale, certain buildings, structures or premises which by reason of age, safety, fire or health hazards, service equipment, sanitation, maintenance or occupancy are unsafe, unsanitary or a danger to the occupants and the public health, safety and welfare, or which create, extend or intensify blighting or deteriorating conditions affecting the neighborhood and the general community. Furthermore, there is a legitimate governmental interest in maintaining the aesthetics of the community, and that as such, aesthetic considerations may be taken into account in enacting these regulations. Council hereby declares that the requirements, regulations and restrictions contained in this PMC are necessary to remedy and prevent the existence of such adverse conditions and to achieve and maintain a level of environmental quality and aesthetics that protects and promotes the public health, safety and general welfare.
