It shall be the duty of the Building Official or a duly appointed assistant to make or cause to be made a final inspection and examination of all residential buildings, offices, mercantile buildings, workshops, factories, and public and private garages hereafter erected, constructed, equipped, altered, repaired, or added to. No such building shall be occupied before a final inspection is made and certificate of occupancy issued. All work requiring a permit shall have a final inspection upon completion of the work.
