Where no storm or combined sewer is available, no garage, apron, runway, or other area below ground level shall be permitted unless it has gravity drainage to the street or natural ground surface. The storm or combined sewer shall not be considered available unless the lateral for the proposed building is installed so that the flow line of the lateral in the basement of the building is at an elevation of not less than 30 inches above the crown of the sewer at the point of connection.
