§ 152.16 FINAL INSPECTION.
   The building official shall cause to be made an inspection of the final grading of a lot to ascertain that positive drainage has been provided so as to preclude the accumulation of surface water in pockets against the building or elsewhere on the lot, and there is no impediment to the natural ground drainage of the surrounding area. Where these provisions have not been satisfied, the issuance of the certificate of occupancy for the building shall be deferred until compliance is accomplished. In order to assist the building official to carry out the provisions of this section, he shall be authorized to require grading plans to be submitted with all applications for building permits. These plans are to show the existing topographical conditions and all proposed changes of grading including swales for stormwater run-off.
