The finished grades, resulting from grading land, shall be such that drainage of surface water away from buildings and structures will be adequate to prevent damage to foundations, dampness within buildings and structures, to prevent damage to adjoining properties, and unhealthful conditions caused by water lying upon the land. All roofs and paved areas shall be drained away from foundations and into a recognized stormwater system. All buildings, except as provided herein, shall be provided with gutters, downspouts, and drains which conduct roof water so as to prevent damage to building walls, foundations, and adjoining property. Drains used for this purpose shall be of solid, tight jointed pipe not less than four inches in diameter. Those discharging to the street, ditch, or curb shall pass under the sidewalk and there shall be at least one length of cast iron pipe at the ditch or curb connection. Sump pumps shall discharge to a recognized stormwater system and may not discharge to the curb of the public street. Sump pumps shall in no circumstance be permitted to drain in such a way as to cause damage to adjoining properties or present a health hazard. Roofs of accessory buildings, not exceeding 800 square feet in area, will not be required to have gutters and downspouts unless the building official determines that gutters and downspouts, in compliance with the regulations hereof, are necessary to prevent serious damage to nearby property or present a health hazard.
