1464.04 PERMIT FEES.
   (a)   (1)   Fees for new residential one-two-three family dwellings including additions and patio and porch enclosures are as set forth in Section 1464.05 of this chapter.
      (2)   Accessory structures 200 square feet or less require no building permit or foundation, accessory structures over 200 square feet require permits as set forth in Section 1464.05 of this chapter.
      (3)   The inspection fee of decks, uncovered porches and patios, driveways, sidewalks and other construction to be determined by the Building Department is as set forth in Section 1464.05 of this chapter per inspection.
      (4)   Remodeling and Fire Damage. Fees based on cost of construction as set forth in Section 1464.05 of this chapter. Verification of accepted contractors estimate required.
   (b)   For all commercial and multi-family construction, there shall be a base fee as set forth in Section 1464.05 of this chapter plus an amount as set forth in Section 1464.05 of this chapter per 100 square feet. For multi-family construction, building permits shall be required for the multi-family structure and a separate building permit for each individual residential or living unit within the multi-family structure.
   (c)   A zoning permit is required for all construction in the Municipality, except accessory structures which do not exceed ninety-nine square feet and are not on a permanent foundation. The fee for such a permit is as set forth in Section 1464.05 of this chapter.
   (d)   For each building permit issued for the construction of a single family residence, apartment unit or other attached residential unit or commercial structure or when the footprint of a structure is enlarged requiring a footer/foundation there shall be a park and playground fee as set forth in Section 1464.05 of this chapter. For multi-family construction, the park and playground fee shall be assessed based on each individual residential or living unit and not on the multi-family structure housing such units.

   (e)   In lieu of the park and playground fee, Council may, upon recommendation of the Planning Commission, accept the dedication of open space for park and playground use, provided that the aggregate value of such dedicated land is not less than the equivalent of the park and playground fee which would otherwise be payable, computed in accordance with the fee established by Council.
   (f)   Fees for electrical, heating, air conditioning and swimming pool inspections.
      (1)   Fees for electrical inspections shall be as set forth in Section 1464.05 of this chapter.
      (2)   Fees for heating, ventilation and air conditioning inspections shall be as set forth in Section 1464.05 of this chapter.
      (3)   Fees for swimming pools shall be as set forth in Section 1464.05 of this chapter.
   (g)   Fees for plan review shall be as set forth in Section 1464.05 of this chapter.
   (h)   Permit fee for inspection of fire protection system shall be as set forth in Section
1464.05 of this chapter.
   (i)   A surcharge of three percent (3%) shall be added to all commercial building permits, base fees, square footage fees, inspection fees and plan review fees. A surcharge of one percent (1%) shall be added to all residential building permits, base fees, square footage fees, inspection fees and plan review fees. Such fee shall be paid to the Board of Building Standards.
   (j)   Notwithstanding anything to the contrary, there shall be no permit fee, inspection fees, extension fees or building fees associated with any required permits for one- two- and three-family solar energy systems built pursuant to Chapter 1276.04.
