1062.07 DELINQUENCY; COLLECTION.
   All bills for garbage and rubbish pick-up are due and payable upon receipt. If such a bill is not paid when due or within thirty days thereafter, the Director of Service shall cause final notice to be served by U.S. Mail, by registered letter, on the delinquent owner and tenant, if any, of each property served by garbage and rubbish collection. Such notice shall state that such bill is due and unpaid and shall be paid within ten days after the mailing of such notice. A penalty of ten percent shall be added to any bill not paid by the thirtieth day after it has been rendered. An additional one and one-half percent shall be added to the total for each additional thirty days the bill remains unpaid. If such bill is not paid within ten days from the date of mailing of such notice, it will be carried forward each quarter until the first Monday in September of each year, at which time the Finance Director shall certify such charges to the County Auditor, who shall place the same on the tax duplicate and collect the charges thereon and penalties therefor in the same manner as other taxes are collected. Charges accruing under the provisions of Sections 1062.06 and 1062.07 are collectible by the City or its authorized agent along with reasonable administrative costs thereon by other means. Reasonable administrative costs associated with the collection of delinquent utility bills include but are not limited to, fees in an amount up to an additional fifty percent (50%) of the total delinquent amount, including the tax amount, interest and penalties of any post judgment account assigned to a collection agency.
