(a) No person shall lay or construct a drain sewer in the streets or alleys of the Municipality without first obtaining a written permit therefor from the Director of Service.
(b) The Director shall decide the type, material and diameter, and the manner of the laying or construction of such sewer, which shall be governed by the topography of the local area.
