No person who sells electricity, telephone service, gas or oil, through wires, poles, pipe and meters, shall string, erect, set, construct, lay or install any such wire, pole, pipe or meter in, under, upon or across any street or other public way or utilize any public property of the Municipality for any such installations, equipment, appurtenances or facilities without first submitting to the Manager for his or her approval such contemplated moving, stringing, setting, erecting, constructing, stretching, hanging, burying, laying or installing any such wire, pole, pipe, meter or other installation, equipment, appurtenance or facility. If the Manager approves the same, he or she shall issue a permit for the same, without fee, according to a general plan of the Municipality for the purposes mentioned.
