Every peddler selling fruits, vegetables or goods of any kind from vehicles drawn by hand shall obtain a license before engaging in business and shall pay a fee therefor as set forth in Appendix A of Chapter 1464 of the Building and Housing Code of the Codified Ordinances per year for each vehicle used for such purpose.
