678.10 NONPAYMENT OF BILLS.
   The expenses incurred by the Municipality pursuant to Section 678.09 plus an administrative fee of two hundred fifty dollars ($250.00) shall be charged to the owner and shall be a lien upon the land. Whenever a bill for such expenses remains unpaid for sixty days after it has been rendered, the Manager or his or her designee shall make a written return to the County Auditor of his or her actions under this chapter, with a statement of the fees for the serving of the notice and a proper description of the premises. Such amounts, when allowed, shall be entered upon the tax duplicate and be a lien upon such lands from and after the date of entry and be collected as other taxes and returned to the Municipality and deposited in the General Fund. The remedy provided in this section and in Section 678.09 is in addition to the penalty provided in Section 678.06(b).
