The notice referred to in Section 678.06 shall be served as follows:
(a) If the owner or occupant of the land is known, service may be made by certified mail or by an employee of the Municipality in person.
(b) If the address of the owner or other person having charge of the land is unknown, it is sufficient to publish the notice once in a newspaper of general circulation in the County. (Ord. 902. Passed 9-19-80.)
