It shall be unlawful for any person to make, undertake to make or cause to be made any connection to the sewer system without first having made application, paid the applicable fee, and received approval. The town shall reserve the right to inspect and grant the payment of a tap fee before permission to connect can be granted to any person. The tap fee shall be as specified in § 51.046 of this chapter.
