Within 90 days after the time when any public sewer is completed and ready for use, all persons owning property with a residential structure which structure is located within 200 feet of such sewer shall cause connection to be made therewith. Any person or property owner failing to meet the requirements as hereinabove stated shall be charged those charges as set out in §§ 51.046 through 51.055 of this chapter at the expiration of the period as hereinabove stated, and the same shall be a lien against the property as set forth in state law and this chapter.
