No vehicle shall be operated as a commercial passenger vehicle unless within the preceding 12 months such vehicle has been inspected by a competent automobile mechanic who is engaged in the service and repair of motor vehicles on a full-time basis and who operates a place of business in the city. Such inspection shall include each item indicated on the inspection checklist to be provided by the City Clerk. Proof of inspection shall be accomplished by filing a dated copy of the inspection checklist signed by the inspector. If a licensed owner operates the motor vehicle without having previously filed with the City Clerk a certificate of inspection dated within the preceding 12 months, his or her license shall be subject to suspension or revocation.
