It shall be unlawful to place, deposit, distribute, circulate or scatter any paper, advertisement, handbill, card, circular or wastepaper, in or upon any public street, alley, public place, automobile or other vehicle parked upon any street or alley, yard or porch of any dwelling, or vestibule or hallway of any building opening on any public street or alley; provided, however, that newspapers and advertising circulars folded therein may be distributed to the dwellings and/or buildings if they are either placed inside the building and/or dwelling, or if they are placed under some object of such weight that they will not be blown by the wind into any public street or alley.
