No person shall abuse, torture, torment, mutilate, overwork, overload, beat or unnecessarily kill any animal or fail to provide any animal with adequate food, adequate water, exercise, sanitation, shelter or veterinary care; or abandon; or carry or cause to be carried in or upon a vehicle in a cruel manner; or commit any other act, or omission by which unjustifiable pain, distress, suffering or death is caused or permitted to any animal.
