All rules and regulations of the state governing body art, or any of the matters or activities described herein, are incorporated herein. If the chapter contains rules or regulations that are or become less strict than rules and regulations of the state, then such stricter rules of the state shall apply and supercede those of this chapter. The body artist and the body art establishment shall comply with all rules and regulations of the state. In the event this chapter contains provisions which are stricter than those of the state, then the stricter provisions found herein shall apply.
