(a) The office of the Chief of Police is hereby established. The Chief of Police shall be the commanding officer of the Police Department, and the Chief of Police will be under the general direction of the Mayor. The Chief of Police shall be responsible to the Mayor and to the City Council for the general administration of his department.

(b) The Chief of Police shall employ that number of police officers as determined by the Mayor to provide adequate services and protection to the residents of the City of Spencer.
