The City Attorney shall be the legal advisor and counselor of the City and for all officers of the City. He shall represent the City in all courts and all proceedings in which the City, or any City officer or employee, in his official capacity, is a party, and he shall perform all such duties incidental to his office as may be required of him by the City Council and Mayor. The City Attorney shall receive such regular compensation, and such fees for special services, as may be agreed upon by the City Council and the City Attorney.
