(a) An allowance will be made for leakage occurring on the customers side of the water meter when the bill in question exceeds 2.5 times the average usage over the previous three month period. Any water registered above this average usage shall be sold at prevailing cost of production.
(b) No customers water bill will be adjusted more than once during any twelve month period. (Passed 7-1-77.)
