Should the Building Official after notice and hearing, determine that a building is unsafe, he or she shall make written findings of fact from the testimony offered and shall issue and cause to be served upon the owner and parties in interest an order indicating the required action under Section 1731.05 to be taken in accordance with the provisions of this article.
