The following terms whenever used or referred to in this article shall have the following meanings, unless a different meaning clearly appears from the context:
(a) “Council” means the City Council of Spencer, West Virginia.
(b) “Owner” means the holder in fee simple of the title to the building in question.
(c) “Parties in interest” means all individuals, firms, associations, and corporations including mortgagees and other lien holders who have an interest of record in such building and any who are in possession thereof.
(d) “Building” means any dwelling, building, structure, or part thereof, whether or not used or occupied for human habitation or intended to be so used.
