(a) Petitions. Petitions, duly signed, may be presented to the City Clerk requesting an amendment, supplement, repeal, or change of the regulations of this Zoning Ordinance by:
(1) The Planning Commission.
(2) The owners of fifty percent (50%) or more of the land located in any area bounded on all sides by public streets or alleys or by natural boundaries.
(b) Planning Commission and Council Action. Any proposed ordinance for an amendment, supplement, change, or repeal of this Zoning Ordinance not originating from petition of the Planning Commission, shall be referred to the Planning Commission for consideration and report be fore any final action is taken by Council. The Planning Commission shall act on any petition so referred to it within sixty days. Prior to the submission to Council of a Planning Commission petition or a report on a proposed ordinance referred to it for an amendment, supplement, change, or repeal of this Zoning Ordinance, the Planning Commission shall hold a public hearing. At least thirty days prior to the date set for hearing, the Commission shall publish in a newspaper of general circulation in the City, a notice of the time and place of the hearing. Any expense incurred in giving notice of said public hearing shall be paid by the person or persons requesting such amendment, supplement, change, or repeal.
