(a) Every new application for a special use business permit shall be accompanied by a two hundred and fifty dollar ($250.00) non-refundable application and investigation fee.
(b) All permit applications and fees shall be submitted to the City Council.
(c) Special use businesses existing prior to the enactment of this article shall not be subject to the fees provided for herein.
