(a) Time and Place of Regular Meetings. The governing body shall hold regular monthly meetings at 6:00 p.m., on the first Thursday of each month at the City of Spencer, Municipal Building, 116 Court Street.

(b) Schedule of Regular Meetings. At any time when the Common Council changes its schedule of regularly scheduled meetings, notice of said change shall be given to the public by:
(1) Written notice posted on the door of the City’s administrative offices of any change in the schedule; and
(2) The City Clerk shall provide written notice of any changes in the schedule to the news media.
(c) Changes in Scheduled Meetings. At any time the Common Council changes the time or place of a regularly scheduled meeting, the City Clerk shall provide notice of said change to the public and news media of the change in time and place by:
(1) Posting a written notice of the change on the door of the City’s administrative offices; and,
(2) Providing telephonic notice of the change to the news media.
(d) Special Meetings. At any time the Common Council holds a special meeting, the City Clerk shall provide notice to the public and news media of the time, place, and purpose at least seventy-two hours prior to the meeting by:
(1) Posting a written notice of the time, place, and purpose of said meeting on the door of the City’s administrative offices; and,
(2) Providing telephonic notice of the time, place, and purpose of said meeting to the news media.

(e) Agendas. Agendas of all regularly scheduled and agendas of all special meetings shall be made available three days prior to the time of the meeting to the public and news media, except in the event of an emergency requiring immediate official action, or in the event of a time sensitive or unforeseen topic that arises between the publishing of the agenda and the scheduled meeting that does not make sense to delay until the following month (i.e.: because the grant opportunity will not longer be available, etc.). A posted agenda may be amended anytime up to twelve hours before the meeting with updates posted by the official City of Spencer Facebook page and reported for dispersion by the local radio media. For purposes of this section, the periods of time set forth shall be calculated excluding the following: (Passed 8-1-19.)
(1) The day of the meeting;
(2) Saturdays and Sundays; and,
(3) State holidays.
(f) Matters Not on Agenda. Matters that come up after the deadline for issuing an agenda has passed must be held over until the next meeting, except in the event of an emergency requiring immediate official action. Except in the event of an emergency, no action shall be taken on a matter, which is not on the agenda. A matter which is raised in a public comment period, and not otherwise on the agenda, may be considered only to determine whether or not it should be placed on the agenda of a subsequent meeting.
