905.05 PERMIT REQUIRED; APPLICATION; FEE.

No person shall repair or construct any sidewalk, curb, or gutter, or a portion thereof, within the City without first obtaining a permit therefor. Applications for permits shall be made to the City Clerk. The fee for such permit shall be as established in the City of Spencer Building Code.
