Upon every person engaging or continuing within this City in the business of contracting, the tax shall be equal to two percent (2%) of the gross income of the business, except those persons engaging or continuing within this City in the business of contracting, who gross less than ten thousand dollars ($10,000.00) quarterly, the tax shall be equal to one-half of one percent (.5%) of the gross income of the business.
