The receipts from parking meters shall become and be a part of the General Funds of the City and the cost of supervision, protection, inspection, operation, maintenance, control and use of such parking meters shall be paid for from the General Funds of the City. However, this provision shall not prevent the establishment of a separate or special parking meter fund into which all receipts from all such meters shall be placed and kept until properly distributed between the City and the manufacturers of such parking meters pursuant to the provisions of any contract, lease, or purchase of any such parking meters.
