Any ATV having against it two or more fines, tickets, or other process charging a violation of any law, ordinance, or local authority of the City, which remain unpaid for ten days or more, shall be deemed a public nuisance and shall be treated in the same manner as a motor vehicle with five unpaid tickets and subject to removal and impoundment as set forth in Section 303.07.
Any person being convicted of a first offense established hereunder shall be fined twenty- five dollars ($25.00).
Any person convicted of a second offense established hereunder shall be fined fifty dollars ($50.00).
Any person convicted of a third or further offense established hereunder shall be fined one hundred dollars ($100.00).
