§ 153.011 SNOW REMOVAL.
   (A)   Policy. It is hereby declared to be in the public interest to regulate and restrict the parking and operation of vehicles on public streets during snow removal efforts.

   (B)   Snow storm information and advisory guide. The City Administrator is hereby required to establish and maintain an administrative policy entitled the City Snow Information and Advisory Guide which describes how the city will address snow removal and regulate such things as parking in snow conditions. The policy has the weight of law.

   (C)   Interference or obstruction of snow removal operations. It shall be unlawful for any person or operator of any vehicle to interfere with or obstruct, or cause interference with or obstruction, of the snow removal operations undertaken by the city and its employees. It shall also be unlawful for any person to operate any vehicle in a manner not reasonable or prudent, thereby creating a safety risk in relation to snow removal operations.

   (D)   Placement of snow. Residents and businesses shall not be allowed to place snow on public boulevards and public streets. Exception: Property owners in the Downtown Business Improvement District who have no ability to store snow on site will be allowed to push snow onto the street if done before the city plows or removes snow. Any snow placed on the right-of-way along with snow already on the street cannot exceed three feet in height.

   (E)   Responsibility for snow removal on private driveways. The city will not plow snow from private property and will not open any private driveways whether closed by city street plowing or other means. Property owners will be responsible for snow removal of sidewalks in compliance of this section.

   (F)   Additional power of administrative staff. The administrative staff shall have the power, during extreme snow removal circumstances, to close any street or portion of street which is under the jurisdiction of the city to all traffic and parking, if necessary, for public safety and efficient removal of snow.
