(A) It shall be unlawful for any person to move a building of any kind over the streets or alleys of this city without first paying a fee of $50 and obtaining a permit to do so from the Public Works Department.
(B) When a permit shall be granted for the purpose of moving a building over the streets of the city, it shall be the duty of the Public Works Department to verify that the moving person or company has been licensed by the city and submitted a certified check in the amount of $1,000 to cover any damages to the city property which might result from such use of the streets and alleys under the operation of such permit.
(C) When the building has been moved as contemplated and allowed by a permit under this section, it shall be the duty of the Public Works Administrator to carefully examine the route over which such building was moved. If the person to whom such permit was granted repairs forthwith any damages to the full satisfaction of the Public Works Administrator, the certified check collected as herein provided shall be refunded. Otherwise the Public Works Administrator shall cause such damages to be repaired and pay for the same out of the certified check so collected and held by him or her and refund the remainder, if there be any, to the person from whom collected.
