All excavations, pipe laying and backfill required for the installation of building sanitary sewers shall be done to conform to requirements and standards approved by the village. No backfill shall be placed until the work has been inspected and approved by the connection inspector. Cinders, ashes, refuse, sod, organic material, brush, trees, boulders, rocks larger than 12 inches in diameter frozen material, or other material which, in the opinion of the village, is unsuitable shall not be used as backfill.
