(A) No unauthorized persons shall uncover, make any connections with, or open into, use, alter or disturb any public sanitary sewer or its appurtenances without first obtaining a written permit from the village.
(B) Prior to connection of a building sanitary sewer to the sanitary sewer of the village, the owner or his or her agent shall submit a permit application to the village. This application shall be in a form specified by the village. The permit application shall be supplemented by plans, specifications or other information required by the village, and shall include all fees and charges made under this chapter. The village shall determine if the system has the capacity to accommodate the sewage which will be generated by the proposed use. The connection shall not be approved if sufficient capacity is not available.
