All streets shall conform in direction and alignment with the master plan and shall connect with existing streets without jogs or sharp angles. The following requirements shall be met:
(A) Stub or outlet streets. Stub streets or outlets to adjacent undeveloped property shall be fully improved, including drainage and utilities as required for all other streets in the subdivision.
(B) Dead end streets.
(1) Dead end streets shall not exceed 800 feet in length unless a paved secondary access street is provided to the public street system. The Planning Commission however may approve a longer dead end street after consideration of the following criteria:
(a) Number and size of buildings and/or dwelling units which make up the project;
(b) Type of interior roadway serving the project;
(c) Interior circulation system;
(d) Topography and other natural features of the site;
(e) Amount of frontage on a public street;
(f) Adjacent land uses;
(g) Feasibility of achieving a secondary means of access;
(h) Comments of the Township Fire Chief;
(i) Availability of public utilities;
(j) Approval of the Kent County Road Commission.
(2) In no case, however, shall a dead end street be more than 2,000 feet long without another means of access.
(3) Private roads shall comply with requirements for private roads in the Sparta Township Zoning Ordinance.
(C) Reserve strips. Reserve strips along major streets may be required by the Planning Commission to be dedicated to the township or county to prohibit access upon the major street from a specified lot or lots.
(D) Offsets. Offsetting streets at an intersection are prohibited unless the centerlines thereof are offset at least 125 feet. Such offsets shall be subject to township approval and the approval of the Road Commission.
(E) Streets shall be designed in such a way to promote reasonable access to the plat and any further development that may occur.
