The preliminary plat approval procedure is intended to assure the township that the proprietor is proceeding toward a final plat which will conform to all applicable regulations and be acceptable to the township and other approving agencies. Approval of the preliminary plat by the township shall not relieve the proprietor from obtaining the necessary approvals from other agencies having jurisdiction over other aspects of the plat.
