This chapter shall apply to any project which results in the creation of five or more lots or building sites, each of which is ten acres or less in area, whether such development is accomplished in one phase or in successive phases within a period of ten years, unless such project is proposed to be developed under the township's site condominium ordinance. This chapter shall not apply to the development of land wherein such development results in lots or building sites which are more than ten acres in area.
