Upon receipt of an application for a license or permit where the provisions of this business title or any other ordinance of the city necessitate an inspection or investigation before the issuance of the permit or license, the City Clerk shall refer the application to the proper officer for making the investigation within 48 hours of the time of receipt of the application by the City Clerk. The officer charged with the duty of making the investigation or inspection shall make a report thereon, favorable or otherwise, within ten days after receiving the application or a copy thereof.
