Any person violating or permitting the violation of any provision of this chapter shall, upon conviction, be fined a sum not less than $75, nor more than $750; provided, however, that, any person found in violation of §§ 91.017, 91.021, 91.023, 91.056, 91.059 or 91.060 of this chapter shall be fined not less than $250, nor more than $750. In addition to the foregoing penalties, any person who has violated this section shall be responsible for the payment of all expenses incurred by the city necessitated by the enforcement of this chapter, including, but not limited to, shelter, food and veterinary care.
