(A) All service pipes from the lot line to the premises to be served shall be installed by, and at the cost of the owner of the property involved or the applicant for the service. The installations shall be under the supervision of the Commissioner of Public Property.
(B) The city shall install all service pipes from main to the lot line of the premises to be served for a distance of 50 feet; all service pipes exceeding 50 feet in distance from the main shall be installed by and at the cost of the owner of the property involved or the applicant for the service.
