§ 53.07 RESALE OF WATER PROHIBITED; EXCEPTION.
   No water shall be resold or distributed by the recipient thereof from the municipal supply, except:
   (A)   In the case of a civil emergency; or
   (B)   Upon express written agreement of the City Council.
