(A) Where the property owner or his or her predecessor in title, by special assessment or otherwise, has paid the cost, or his or her proportionate share of the cost, of the construction of the sewerage main extending past the property, and sewerage services are to be rendered to the premises, the connection charge of the sewerage service shall be $100.
(B) Where the property owner or his or her predecessor in title has not paid the cost, or his or her proportionate share of the cost, of the construction of the sewerage main, the connection charge for sewerage service shall be $100, plus a sum equivalent to $5 for each foot of the property abutting upon the main.
(C) No connection shall be made to any sewer main of the city until after all charges established in the section for the connection shall have been paid in full.
