Where a public sanitary or combined sewer is not available under the provisions of § 52.009 of this chapter, the sanitary facilities shall be connected to a private sewerage disposal system complying with the regulations promulgated by the state’s Environmental Protection Agency regulating sewerage disposal and construction of private sewerage disposal systems within the limits of the city.
