If any charge for the services of the combined system shall remain unpaid after 30 days following the last day of the month in which the services were rendered, the water supply for the premises affected shall be turned off and a one-time Late Day Fee of $25 shall be charged. Water service shall not be turned on again, except on payment in full of delinquent charges therefor and other charges provided for in this code.
